Key findings
The aim of the report is to publish the statistical and administrative data collected in 2019 by the Commission for Equality and Against Racial Discrimination (CICDR) and by the entities that, in Portugal, deal with ethnic-racial discrimination, to obtain a greater and more rigorous perspective of the phenomenon of discrimination and the way it manifests itself in various areas. The report gives an account of the main trends in ethnic-racial discrimination in Portugal, as well as the initiatives developed to prevent discriminatory phenomena. According to CICDR, in 2019 there was an increase in the number of complaints concerning racial hatred, xenophobia and intolerance (436 complaints). The majority of complaints was made by e-mail (39,7%) and there was an increase in the use of the electronic complaint form available at CICDR webpage (33,9%). 65,8% of complaints are related to specific persons and 21,6% to discriminatory practices aimed at certain communities and social groups. The majority of the incidents were in the district of Lisbon (28%) and there was an increase in the cases conveyed by the media or the internet (22,2%). Finally, 19,3% of complaints were related with discrimination against Roma, 17,7% against black persons and 17% against Brazilians.
